Abstract: Presidential artifact collections represent an important yet hitherto understudied category of cultural heritage within African museums. Although museums have traditionally emphasized archaeological, ethnographic, and natural history collections, presidential artifacts embody political history, collective memory, national identity, and civic values that deserve equal scholarly attention (Macdonald, 2006; Smith, 2006). This paper develops a philosophical framework for understanding presidential artifact collections at the National Museum of Tanzania. It argues that presidential artifacts should not be viewed merely as commemorative objects associated with individual heads of state but as material evidence of Tanzania's political evolution, constitutional development, diplomatic relations, and nation-building process (Appadurai, 1986; Halbwachs, 1992). Drawing on museum philosophy, material culture studies, collective memory theory, and heritage studies, the paper proposes Presidential Heritage Philosophy as an integrative conceptual framework for collecting, conserving, interpreting, and exhibiting presidential artifacts. The study identifies a significant gap in museum scholarship concerning the philosophical justification for presidential collections in Tanzania and demonstrates how such collections contribute to historical consciousness, civic education, and national cohesion (Gorham, 2020; Kamatula et al., 2025). The paper concludes that presidential artifacts constitute an essential component of Tanzania's documentary and material heritage and recommends the development of specialized acquisition, conservation, interpretation, and public engagement policies to strengthen their long-term preservation and accessibility.
